Kisii Women Representative Dorice Donya has proposed an extremely stringent penalty for individuals convicted of child defilement.
The representative is advocating for the castration of men found guilty of these offences. This harsh measure is proposed as a necessary step to protect children from repeated harm and ensure perpetrators face severe consequences.

The Rationale for the Extreme Measure
Ms Donya argues that the proposed penalty is justified because offenders often commit defilement against multiple children.
She believes that when a man is found guilty of defiling one girl, they should undergo castration because they do not stop there. Instead, they "fill up many children" with their actions.

The representative stressed that this cycle of abuse must be stopped.
“I believe it would be possible for the man found guilty of defilement to undergo this castration.”
The Devastating Impact on Victims
A core reason for Ms Donya's proposal is the irreversible damage inflicted on young victims. She highlighted that the lives of the affected children are subsequently ruined.
Furthermore, she noted that the victims may become ill. The representative described the situation as "so wrong".
She noted that these children often present themselves with their parents, who are left helpless and without means to cope.

Demanding a 'Harsh Penalty'
Ms Donya firmly stated that current penalties are insufficient for such severe crimes. She maintains that if a person is defiling children, "it has to be a harsh penalty".
The proposal aims to shift the legal approach towards a zero-tolerance policy for child abuse.
“It is so wrong that this is the thing that should happen. It has to be a harsh penalty.”
International Comparisons
In advocating for a stronger stance, Ms Donya drew comparisons with how other nations protect their citizens.
She mentioned that international observers often contact Kenya, stating that in those countries, children are protected more than parents, and women are protected more than anything.

She cited that abroad, people are aware that even slapping someone is unacceptable. In contrast, she noted that in Kenya, there is a perception that "we have let go" when a person commits defilement.

This perceived leniency strengthens her demand for the severe punishment of castration.
However, her proposal is not new in some parts of the world. For instance, in Madagascar, the law was introduced in 2024, allowing for the chemical and, in some cases, mandatory surgical castration of those found guilty of child rape.
Other countries implementing his stringent penalty include Poland, South Korea, Indonesia, and theCzech Republic, among others.
