Embu Governor Cecily Mbarire has emerged as the best-performing governor in the latest Senate county performance ranking based on the Parliamentary Budget Office's County Fiscal Performance Measurement (2026).
She is followed by Narok Governor Patrick Ole Ntutu and Wajir Governor Ahmed Abdullahi, with all three counties earning a Grade B.
Kitui Governor Julius Malombe and Kilifi Governor Gideon Mung'aro complete the top five after receiving Grade C scores.
The assessment measures counties on fiscal performance and the management of public resources.
While no county attained the highest Grade A, the rankings highlight the counties that recorded the strongest performance in financial management and service delivery compared to their peers, according to the latest evaluation.
