Who Is Responsible for Tackling Each Global Issue

Survey by The Rockefeller Foundation

International organisations are seen as having the greatest responsibility for preventing future pandemics, reducing global poverty and providing humanitarian assistance, according to a September 2026 survey by The Rockefeller Foundation.

The survey found that 42 per cent of respondents in developing economies identified international organisations as primarily responsible for preventing pandemics.

This is compared with 17 per cent who pointed to national governments and an equal proportion who cited alliances between countries.

International organisations were also the leading choice for responsibility for humanitarian assistance following disasters, at 36 per cent, compared with 15 per cent for national governments.

They were similarly viewed as having the greatest responsibility for reducing global poverty, at 36 per cent, and ensuring access to food and clean water, at 35 per cent.

The findings point to the perceived importance of international cooperation in addressing challenges that extend beyond national borders.
