The government has proposed a new law that seeks to establish a legal framework for restoring degraded land and preventing further land degradation across the country.
The proposed Land Reclamation Bill, 2026, was presented to Cabinet Secretary for Water, Sanitation and Irrigation Eric Mugaa on Friday by the Land Reclamation Committee, led by the Irrigation Secretary for Land Reclamation, Climate Resilience and Irrigation Management, Tanui K. Joel.
According to the Ministry of Water, Sanitation and Irrigation, the Bill seeks to provide a comprehensive legal framework for the sustainable reclamation and restoration of degraded land while supporting the attainment of land degradation neutrality.
The proposed legislation also aims to enhance food and water security, strengthen climate resilience, promote environmental sustainability, and establish the institutional, regulatory and financing mechanisms needed to support land reclamation efforts.
The ministry said that, if enacted, the Bill will support the restoration of ecosystems, improve food and water security, enhance climate resilience, promote sustainable land management practices, and attract investment in land reclamation initiatives across the country.
