A Kenya-based lobby has petitioned anti-graft and tax authorities to investigate alleged financial impropriety linked to the government’s eCitizen platform and certain public fundraising activities.
In a statement dated April 27, the Justice and Equity Council Kenya (UK Chapter) said it had formally submitted complaints to the Ethics and Anti-Corruption Commission (EACC) and the Kenya Revenue Authority (KRA), citing audit findings and financial records that it claims raise “prima facie concerns” of possible economic crimes.
The Council has asked the EACC to investigate what it describes as discrepancies in the management of funds on the eCitizen platform, including billions it alleges are unaccounted for.
It further alleges possible diversion of public funds through irregular channels, payments made outside legal contractual frameworks, and broader governance concerns.
“These matters, if substantiated, may constitute violations of the Constitution, the Anti-Corruption and Economic Crimes Act, and the Public Finance Management Act,” the statement reads.
Separately, the Council has asked the KRA to conduct a forensic review of large public donations and fundraising activities, raising questions about the source of the funds and whether due taxes were paid.
Among the issues it wants examined are whether the donations originate from lawful and declared income, whether all tax obligations have been met, and whether the funds could amount to proceeds of crime or unexplained wealth.
The Council maintains that its petition is not politically motivated but aimed at promoting accountability.
“No individual or entity is above the law. Public financial transparency is a constitutional obligation,” it said, adding that any unlawful enrichment should be investigated, prosecuted, and recovered if proven.
The group has called on both EACC and KRA to act “independently, decisively, and without delay.”
