Dennis Itumbi, the Head of Presidential Special Projects and Creative Economy, has released a comprehensive "System Ya Facts" report detailing the rapid expansion of the National Youth Opportunities Towards Advancement (NYOTA) programme.

The data reveals that within just three months, the government has successfully channelled hundreds of millions of shillings into the hands of young entrepreneurs across 29 counties.

This ambitious initiative is a five-year partnership between the Kenyan government and the World Bank, valued at KSh 5 billion.

A Nationwide Financial Surge

The NYOTA programme has moved swiftly through various regional clusters. In the most recent disbursement, President William Ruto presided over the release of Ksh 258.4 million at Kasarani Stadium.

This specific tranche targeted 10,337 youth from Nairobi, Kiambu, and Kajiado counties.

However, the "System Ya Facts" summary shows the scale is much larger. In the Western cluster, including Kakamega, Vihiga, Busia, and Bungoma, Ksh 303.875 million was disbursed to 12,155 youth in November 2025.

Other significant regional disbursements include:

• Eldoret Cluster: Approximately Ksh 250 million for over 9,500 youth across six counties, including Uasin Gishu, Elgeyo Marakwet, Nandi, Trans Nzoia, West Pokot and Turkana.

• Nakuru Cluster: Over Ksh 245 million for 9,847 youth in five counties: Baringo, Narok, Bomet and Kericho.

• Nyeri Cluster: Ksh 173.2 million for 6,982 youth in Central Kenya from Nyeri, Murang’a, Nyandarua and Kirinyaga counties.

• Machakos Cluster: Ksh 147.5 million for 5,901 youth in Machakos, Kitui and Makueni.

• Samburu Cluster: Ksh 103.9 million for 4,159 youth across the northern belt of Samburu, Isiolo, Laikipia and Marsabit counties.

How the Money Reaches the Youth

The funding is designed to be practical and immediate. Each beneficiary receives an initial start-up capital of Ksh 25,000.

To ensure the funds are used effectively, Ksh 22,000 is sent directly to the individual’s Pochi la Biashara account for business operations.

The remaining Ksh 3,000 is deposited into a Haba na Haba savings account managed by the National Social Security Fund (NSSF) to encourage long-term financial security.

"We are not just giving you money, we are also going to train you, mentor you and walk with you," President Ruto told the youth during the Nairobi launch.

In the second phase of the project, successful beneficiaries will receive another Ksh 25,000, bringing the total support to Ksh 50,000 per entrepreneur.

Empowerment Without Politics

The government has stressed that the selection process for these grants is strictly merit-based.

According to Cabinet Secretary Wycliffe Oparanya, the programme received over two million applications, with beneficiaries identified through digital technology to ensure transparency.

President Ruto has insisted that the initiative is about long-term national development rather than electoral cycles. The goal is to reach at least 70 youth in every ward across the country, totalling over 820,000 young Kenyans.

The Road Ahead

The momentum is expected to continue. The government has already announced that a third phase is underway. This next step will cover 16 additional counties, including the Coastal region (Mombasa, Kwale, Kilifi) and the Lake Basin (Kisumu, Siaya, Homa Bay).
