Mukurweini Member of Parliament John Kaguchia, has called for amendments to the Tertiary Education, Placement and Funding Bill 2026, to protect vulnerable students from excessive debt.

In his submission to the National Assembly’s Education Committee, Kaguchia supports merging higher education funding agencies into one authority. However, he says the law should clearly define scholarship allocations, interest rates and loan repayment timelines.

He warns that without these safeguards, the government’s promise of full funding could leave poor families burdened with debt.
