The High Court has ruled that President William Ruto’s directive reserving 20 per cent of affordable housing units for teachers and police officers has no legal effect without a legal or policy basis. Justice Patricia Nyaundi said presidential powers do not extend to altering laws enacted by Parliament. The ruling followed a petition by human rights advocates John Maina and Tito Ongoya, who argued preferential treatment was discriminatory, given the programme’s reliance on public resources and Kenyans’ contributions.
