Northern America leads the world in putting policy measures into action, recording the highest implementation ratio at 75 per cent.
Europe follows in second place with a 65 per cent implementation rate, while Asia and Oceania rank third, achieving a 57 per cent ratio.
Regions across the Global South lag behind the global benchmark. South and Central America achieved a 44 per cent implementation ratio, closely followed by the Middle East at 43 percent.
The Caribbean recorded a ratio of 41 per cent, while Africa registered the lowest implementation rate globally at 40 per cent.
The aggregated regional implementation ratios measure the share of AI policy indicators covered by an active governance framework where verifiable implementation evidence was identified.
These metrics, compiled by the Global Index on Responsible AI (GIRAI) Global Survey 2026, underscore the ongoing global challenge of backing policy commitments with concrete operational enforcement.
