The Council of Governors (CoG) has formally requested an engagement with the leadership of the Senate of Kenya over what it describes as unresolved concerns regarding the conduct of members of the County Public Accounts Committee (CPAC).

In a letter dated February 26, 2026, addressed to Senate Speaker Amason Kingi, the Council said governors will continue appearing before all Senate committees except CPAC until the issues they have raised are addressed.

The letter, referenced COG/6/10 Vol. 13 (95), followed an Extraordinary Council meeting held on Thursday.

The CoG acknowledged receipt of a Senate communication dated February 25, 2026, which deferred a scheduled engagement between the two institutions.

“We wish to communicate that the Excellency Governors will appear before all the Committees of the Senate of Kenya to deliberate on matters of common interest to the counties except the County Public Accounts Committee, until such a time when the issues raised in our previous correspondence are addressed,” the Council stated.

The governors said they had earlier raised concerns over the alleged conduct of some CPAC members, including claims of extortion, intimidation, political witch-hunt and harassment.

According to the Council, the concerns remain unresolved.

“Regrettably, these concerns remain unaddressed. Indeed, the conduct in question has persisted with continued attacks against Governors, including on the Floor of the House,” the letter reads.

The CoG said such actions undermine the institutional integrity of county governments and the standing of the Senate. It called on the Senate leadership to urgently intervene and address the concerns to restore working relations between governors and the committee.

At the same time, the Council reaffirmed its commitment to accountability and prudent use of public resources.

“We wish to further reiterate our unwavering commitment to accountability and prudent use of public resources but emphasise that oversight should be exercised lawfully, ethically and devoid of abuse of office,” the governors said.
