
Several African countries recorded high human smuggling scores in 2025, according to the Africa Organised Crime Index 2025 report by Enact Africa.
Libya topped the list with a score of 9.50, followed by Sudan at 9.0 and Eritrea at 8.50.
Chad, Djibouti, Kenya, Niger, Somalia and Tunisia each recorded a score of 8.0.
Algeria, Ethiopia and Morocco posted slightly lower scores of 7.50.
The scores indicate the intensity of human smuggling activity, with higher values reflecting greater prevalence.
The index highlights continued human smuggling challenges across North, East and parts of West Africa.
