The Panel of Experts on Compensation of Victims of Human Rights Violations chair Prof Makau Mutua/HANDOUT

The Panel of Experts on Compensation of Victims of Human Rights Violations has set November 14, 2026, as the deadline for receiving new claims from victims seeking compensation, including those affected by demonstrations and public protests.

In a public notice, the panel urged victims who have not submitted their claims to do so before the deadline to ensure they are considered under the compensation programme.

The panel, chaired by Prof Makau Mutua, said all claims received by the deadline, including those already submitted, would undergo verification and authentication before decisions are made.

“We remain committed to ensuring that every eligible victim is treated fairly and with dignity,” Mutua said.

The panel said claimants would be informed of decisions on their applications in due course, urging them to remain patient as the verification process continues.

It added that it was making progress in processing and compensating victims across various categories of harm, including fatalities, physical injuries, sexual violence, economic losses and other recognised violations.

The panel said it would continue providing periodic updates to the public on the status of the compensation programme as part of its commitment to accountability and transparency.

It also reaffirmed its commitment to engaging victims and beneficiaries directly to address their concerns, clarify the status of their claims and ensure they receive respectful treatment throughout the process.

The panel said the engagements were intended to help victims understand the progress of their applications while ensuring their concerns were heard and addressed.

Victims seeking further information about the compensation programme can visit the panel's offices on the ground floor of the Kenya International Conference Centre (KICC) in Nairobi.

The November 14 deadline means victims who have yet to lodge their claims have a limited window to submit their applications for consideration.

The Panel of Experts on Compensation of Victims of Human Rights Violations was established by the government to facilitate the identification, verification and compensation of victims who suffered human rights abuses, including those arising from demonstrations and public protests.

Its mandate is to assess claims from affected individuals and families, establish eligibility for compensation and recommend appropriate redress for harms such as deaths, injuries, sexual violence and economic losses, as part of efforts to promote accountability, justice and the protection of victims' dignity.
