Former Garissa Governor Ali Bunow Korane has outlined water supply, stronger hospitals and support for youth businesses as priorities he would pursue if elected governor in the 2027 General Election.
The former county chief says his proposed return would draw on lessons from his 2017–2022 administration, with changes in how resources are directed towards essential services and economic opportunities.
In a September interview with The Star, Korane pledged to address Garissa Town’s water problems within his first two years in office.
He said he would seek national government support if the investment required exceeded the county’s financial capacity.
Water also forms part of his previous development record. His administration implemented the UNICEF-supported Kasha Water Supply project, commissioned in 2019 to improve access in Kasha and surrounding settlements.
That earlier investment provides background to his renewed pledge, although it does not establish that the wider town’s supply challenges were resolved.
On healthcare, Korane has proposed directing greater resources towards Garissa Referral Hospital and sub-county hospitals.
“My first administration concentrated substantial resources on smaller facilities and dispensaries. I will adjust that approach,” he said.
His youth agenda includes a proposed revolving fund to help groups start businesses without conventional collateral.
Korane has acknowledged that his earlier administration relied too heavily on county employment as a route to supporting young people. He now proposes greater emphasis on enterprise and alternative incomes.
Education remains another stated priority.
Speaking during a fundraising event for Nanighi Mosque and Tahfidh Madrasa, Korane identified improved access to education, healthcare and youth empowerment as central to his plans for another term.
He also urged residents to rise above clan divisions and participate peacefully in the electoral process, linking his return bid to a broader appeal for unity across Garissa’s communities.
Korane’s public service background includes service as a district commissioner, deputy provincial commissioner and permanent secretary before his election as governor. His campaign places that administrative experience alongside his previous county record as voters consider his proposals.
The priorities outlined so far establish the main direction of his agenda. Detailed budgets, implementation schedules and the proposed youth fund’s operating rules would provide the next basis for assessing how those pledges could be delivered.
