Global HIV reforms risk increasing countries' administrative burden if donors and implementing partners keep operating under different reporting requirements and priorities. Nduku Kilonzo, who co-chairs the Global HIV Prevention Coalition, warns that poor coordination could increase costs and reduce the time health officials spend planning and delivering services.
