While laws and professional ethics can be strictly enforced, personal integrity remains an individual choice. Speaking at a breakfast meeting in Nairobi, EACC CEO Abdi Mohamed pointed out that even though Kenya's constitution has a special section on good leadership, you cannot force people to be honest. Mohamed stressed that external rules can punish misconduct, but genuine character stems from an internal decision.
