Kenyans living abroad can apply for a Kenyan certificate of good conduct through e-Citizen and have their fingerprints captured at a Kenyan embassy, High Commission or consulate.

Principal Criminal Registrar W.N. Kirai said applicants should first log into their e-Citizen accounts and make an application before proceeding with fingerprint capture.

“Once they make payments, they're supposed to download the application forms, present themselves in the embassy, High Commission, or consulate in the state where they are, have their fingerprints captured, and the fingerprints are submitted to Kenya through the diplomatic path,” Kirai said.

She said the fingerprints are forwarded to Kenya through the Ministry of Foreign and Diaspora Affairs before being received by the Directorate of Criminal Investigations for analysis.

“After analysis, we generate the certificate online through the same e-Citizen,” Kirai said.

Kirai also outlined the procedure for foreigners who previously lived in Kenya but are now residing outside the country.

Such applicants must have the relevant documents showing their immigration status in Kenya. These include a work permit, dependent pass, diplomatic pass, student pass or another document authorised by the Immigration Department.

Applicants in this category who do not have an e-Citizen account should first create one before accessing the DCI service.

They are then required to upload their relevant immigration documents under the appropriate category.

“Upon uploading the relevant document, then we can approve the application from DCI headquarters,” Kirai said.

Once the application is approved, applicants are required to make payment and download the application forms together with the payment receipts.

They must then present the forms at a Kenyan embassy, High Commission or consulate for fingerprint capture.

The fingerprints are subsequently submitted to Kenya through diplomatic channels and the Ministry of Foreign Affairs.

Upon receiving the fingerprints, DCI conducts the analysis and generates the certificate online, with the applicable remarks for each applicant.

Kirai said foreigners who are currently in Kenya can also apply for the certificate through the same system.

Applicants in Kenya are required to upload valid documentation to their e-Citizen accounts and wait for approval before making payment.

After payment, they can present themselves at a Huduma Centre in Kenya for fingerprint capture.

Kirai said DCI was also offering the service at the Nairobi International Trade Fair at Jamhuri Grounds during the week.

“We are issuing the services to all applicants, irrespective of nationality, so if you're in need, you come over,” she said.

She said the newly launched multi-biometric identification system is being used to capture fingerprints and generate police clearance certificates online.
