The National Council for Persons with Disabilities has trained more than 3,000 frontline government workers in basic sign language over the past 10 years. Head of KSL and Inclusive Communication at NCPWD, Linda Chebet, says the training provides basic skills but not proficiency, amid a shortage of qualified sign language interpreters. She says the programme aims to reduce communication barriers and improve deaf persons’ access to public and government services.
