President William Ruto opens SHA block at GSU Embakasi health centre during 50th passing out parade for recruits on Friday, September 18, 2026/PCSPresident William Ruto has opened a new Social Health Authority (SHA) block at the General Service Unit (GSU) Embakasi Health Centre.
Speaking during the 50th passing-out parade of GSU recruits on Friday, Ruto highlighted that the facility was part of efforts to improve medical services available to security officers.
“Here at Embakasi, the newly built SHA block at the GSU Health Centre will further strengthen access to care,” Ruto said.
The President also pointed out that the government was expanding mental health and psychosocial support for security officers, noting that officers could be exposed to traumatic experiences in the course of their work.
“We are also expanding mental-health and psychosocial support because courage does not make an officer immune to trauma, and seeking help must never be mistaken for weakness,” he said.
President William Ruto opens SHA block at GSU Embakasi health centre during 50th passing out parade for recruits on Friday, September 18, 2026/PCSRuto revealed more than 138,000 police and prison officers and their eligible dependants had been enrolled under the Usalama Cover through SHA.
The number of healthcare facilities available under the scheme, he said, had increased from 973 under the previous private insurance arrangement to more than 8,000 facilities across all 47 counties.
According to Ruto, the expanded network gives officers and their families greater choice and access to healthcare wherever they live, work or are deployed.
"The cover is also broader, providing access to outpatient and inpatient care, surgery, maternity, chronic and pre-existing conditions, as well as specialist, dental, optical, and diagnostic services," he stated.
He added that officers could now access eligible services nationwide rather than being restricted to a limited network of designated facilities.
The President opened the facility as he presided over the 50th passing-out parade of GSU recruits at the Embakasi campus.
The ceremony was attended by senior government and security officials, including Interior Cabinet Secretary Kipchumba Murkomen and Inspector General of Police Douglas Kanja.
The new block is expected to complement existing healthcare services at the GSU facility as the government continues to implement the SHA system for members of the security services.
Ruto’s opening of the facility comes as the government continues to roll out SHA as the country’s public health insurance system, including dedicated arrangements for members of the security services.
