The National Assembly Public Accounts Committee has questioned millions of shillings spent on Youth Empowerment Centres that remain non-operational. The Auditor-General says only 156 of 290 planned centres have been constructed, with most lacking staff and programmes. Youth Affairs PS Fikirini Jacobs blamed funding constraints and understaffing, saying 25 centres are now operating as ICT hubs. The committee has demanded a comprehensive status report.
