Kenya is not legally obligated to surrender foreigners to their home countries over political offenses. International relations expert Auchi Ngonela says Kenya can only deport or surrender a foreigner if they pose a threat to the country. He adds that Kenya cannot repatriate anyone to a place where their life would be in danger.
