The Ethics and Anti-Corruption Commission’s new wealth declaration rules could strengthen Kenya’s fight against corruption by enabling authorities to establish public officers’ financial baselines and monitor changes over time. Governance expert Paul Masese says unexplained wealth can trigger investigations, requiring officers to account for significant increases. He says effective enforcement, however, will require cooperation among EACC, public institutions and other agencies responsible for tracking illicit financial flows.
