Traders have opposed a proposal in the Tobacco Control (Amendment) Bill, 2024, requiring businesses selling tobacco products to obtain specific county licences. The Pubs, Entertainment and Restaurants Association of Kenya says the requirement could amount to double taxation, as businesses already pay county permits, raising operating costs. They have petitioned Parliament to conduct public participation, allowing affected businesses and the public to submit their views on the proposed requirement.
