Education CS Julius Ogamba has attributed persistent delays in capitation to schools, TVETs and universities on inadequate budget allocations and late Exchequer releases by the National Treasury. Appearing before the National Assembly’s Public Investments Committee on Governance and Education, Ogamba dismissed claims the Ministry is withholding funds, saying the problem stems from a widening gap between the sector’s financial needs and the resources allocated by the government, which continues to strain timely disbursements.
