Public universities have been urged to exercise prudent control over staffing and personnel expenditure to address the growing wage bill. Education CS Julius Ogamba told the Public Investments Committee on Governance and Education that aligning staffing levels with available resources, alongside realistic CBAs tied to national budget allocations, will help eliminate persistent pending bills and recurring budget shortfalls affecting institutions.
