Vihiga Governor Wilberforce Otichillo has admitted that centralized revenue collection and budget implementation are hampering the operations of the county. Appearing before the Senate Committee on Devolution and Intergovernmental Relations, the governor acknowledged that the County Treasury still controls key financial functions, creating friction with the municipal board. The committee has ordered the county to implement reforms aimed at strengthening the municipality's financial independence.
