President William Ruto has defended the use of Public-Private Partnerships (PPPs) and the National Infrastructure Fund, saying Kenya’s budget and tax revenues cannot finance large-scale projects. Speaking at State House, he said the approach will leverage private capital to bridge the infrastructure gap, warning that relying on traditional borrowing for projects like JKIA expansion would strain taxpayers and push public debt to unsustainable levels.
