Health Cabinet Secretary Aden Duale

Health Cabinet Secretary Aden Duale has warned health facilities operating under the Social Health Authority (SHA), saying any involvement in fraudulent activities will lead to immediate cancellation of their contracts.

Speaking on Friday at Bungoma County Referral Hospital, Duale said ongoing digital reforms within SHA are aimed at improving transparency, accountability, and service delivery. He urged facility managers to comply fully with the new system to ensure continued participation in the programme.

The CS said some health facilities in the region are under investigation over suspected malpractice.

He added that the government will not hesitate to take action against any institution found to be engaging in fraud, reiterating the need to safeguard public resources and maintain trust in the health system.

Duale also encouraged residents to use the Afya Yangu mobile application, which allows users to track their medical records and monitor the utilisation of their health funds during each hospital visit.

He described the app as a key tool in promoting transparency and empowering patients.

He said a total of 836,558 residents in Bungoma County have already registered under SHA, and urged those yet to enrol to do so in order to benefit from services offered under the scheme.

To strengthen service delivery, Duale said 425 county liaison officers have been deployed across the country to support the effective implementation of SHA services at the grassroots level.

He reaffirmed the government’s commitment to ensuring equitable access to quality healthcare for all citizens.

During the visit, Duale commissioned a new radiology unit and a CT scan centre worth Sh300 million at Bungoma County Referral Hospital.

The equipment, acquired under the National Equipment Services Programme—a partnership between the national and county governments—is expected to improve diagnostic capacity and reduce the need for costly referrals.

Bungoma Governor Kenneth Lusaka welcomed the development, saying the upgraded facility will reduce treatment costs, save time, and improve timely diagnosis. He added that trained personnel are in place to operate the equipment around the clock.

The event was attended by SHA CEO Dr Mercy Mwangangi, Digital Health Agency representative Eng. Anthony Lenayara, and other national and county officials.
