A magistrate’s court has convicted a man of orchestrating the radicalisation of a 17-year-old boy in Kehancha town, Migori County.
The Kahawa Law Courts found Abdikarim Hassanow Hassan, also known as Ali, guilty on several counts of terrorism-related offences under the Prevention of Terrorism Act, 2012.
The prosecution told the court that the accused had facilitated the interests of al Shabaab.
The accused was found to have been an active member of the group, which Kenya designated as a terrorist organisation in 2010.
The state proved that Hassan was a pivotal operative who organised clandestine meetings designed to galvanise support for the group’s extremist agenda, leveraging a sophisticated understanding of local vulnerabilities.
Led by prosecution counsel Kennedy Amwayi, the state detailed how Hassan targeted a minor for indoctrination, promising financial rewards, religious incentives and paradise.
The evidence showed Hassan provided the practical means for the minor’s transit to Somalia, including the mapping of travel routes and the provision of necessary funds.
The teenager’s testimony, which the court found credible, provided an account of the indoctrination process.
This testimony allowed the court to trace the pattern of preparation that Hassan had orchestrated.
In his final assessment of the evidence, magistrate Boaz Ombewa noted that the prosecution had met the high threshold of proof required in such matters.
“I find that prosecution established a troubling narrative of facilitation, ideological indoctrination, and preparation and proved beyond reasonable doubt that the accused was the author, financier, recruiter and radicaliser as charged,” the magistrate ruled.
The matter is scheduled for mention on April 20.
