A faction within the Orange Democratic Movement under the banner Linda Mwananchi has released what it calls a “People’s Report” assessing the progress of the party’s 10-point agenda signed between the late longtime party leader Raila Odinga and President William Ruto.

The group says the report is intended to hold those responsible for implementing the agenda accountable to Kenyans, amid concerns that the broad-based political arrangement has failed to deliver on its commitments.

Speaking during the release on Wednesday, Suba South MP Caroli Omondi said the document carries Raila’s signature and represents a commitment that must not be manipulated for political gain.

“This document has Raila’s signature. We are here to ensure that political frauds are not committed in the name of Baba,” Omondi said.

He added that the group was determined to ensure Kenyans give their verdict on the progress of the agreement.

“Whether it is the NADCO or the 10-point agenda, there must be a people’s report. There was a conspiracy by some who sought to undermine the process. The people must give a verdict,” he said.

Omondi argued that the initiative was rooted in the country’s constitutional principles and national values.

“We all have national values and there must be accountability. What we are trying to do here is to hold those who signed this agreement accountable to Kenyans. What was realised yesterday is short of what had been promised,” he added.

ODM Secretary General Edwin Sifuna also criticised what he termed as misleading public participation exercises related to the charter.

“We have noticed that the committee has started travelling across the country purporting to be conducting public participation,” Sifuna said.

He maintained that ODM’s Central Management Committee was expected to periodically report to the public on the implementation of the agenda.

According to Sifuna, the committee was supposed to present progress reports every two months and a final report to the public by March 7, 2026.

However, he said the process had deviated from the initial framework, prompting the Linda Mwananchi faction to compile the People’s Report to provide an independent assessment of what has been achieved and what remains unfulfilled.

The 10-point agenda formed part of a broader political understanding aimed at addressing key governance and national issues following negotiations between ODM and the Kenya Kwanza administration.
