
The State Department for Housing and Urban Development recorded the highest development expenditure among government ministries, departments and agencies (MDAs) in the first six months of the 2025/26 financial year.
According to the National Government Budget Implementation Review Report for the period ending February 2026, the department spent Sh58.89 billion on development projects.
The State Department for Roads followed with Sh34.61 billion, while the State Department for Economic Planning spent Sh29.80 billion.
The State Department for Energy reported development expenditure of Sh21.09 billion, with the National Treasury spending Sh18.30 billion during the same period.
The State Department for Water and Sanitation recorded Sh17.15 billion, while the State Department for Agriculture spent Sh15.92 billion.
Other MDAs among the top spenders included the State Department for Sports with Sh9.17 billion, the State Department for Transport at Sh8.60 billion and the State Department for Immigration and Citizen Services, which spent Sh7.54 billion on development programmes.s on development expenditure
