
The Kenya Roads Board (KeRB) has appointed Judith K. Otsyula as its new Director General following a competitive recruitment process.
Otsyula brings over 20 years of senior leadership experience in the transport sector, specialising in infrastructure development, strategic programme management, and institutional governance.
She has a track record of delivering transformative infrastructure projects and strengthening public sector institutions to support sustainable national development.
Her appointment marks a historic first for the road subsector, as she becomes the board’s first female Director General.
KeRB Chairperson Aisha Jumwa Katana said the board has full confidence in Otsyula’s leadership.
“We are certain that under her stewardship, Kenya Roads Board will continue to strengthen its mandate, enhance institutional performance, and advance sustainable road financing and development,” she stated.
The board described the appointment as a demonstration of its commitment to inclusivity and progressive leadership within the transport sector.
Otsyula assumes the role at a time when Kenya’s road infrastructure and financing strategies are central to national development goals, positioning her to drive reforms and innovation in the subsector.
The Kenya Roads Board (KRB) is mandated to oversee, coordinate, and monitor the development, rehabilitation, and maintenance of the road network in Kenya.
Established under the KRB Act (1999), it manages the Road Maintenance Levy Fund, advising the government on road policy, funding allocations, and road user charges to ensure a sustainable road network.
