The European Union and the Government of Kenya on Monday launched a Sh454 million project aimed at strengthening the country’s cybersecurity ecosystem.
The 36-month initiative, funded by the EU, seeks to ensure a secure, resilient, and trusted digital environment for citizens, public institutions, and businesses.
The launch brought together senior representatives from key Kenyan partners, including the Ministry of Information, Communications, and the Digital Economy, the National Computer and Cybercrime Coordination Committee, the Communications Authority of Kenya, the Ministry of Interior and National Administration, and the National Treasury, as well as development partners and EU member states.
EU Ambassador to Kenya Henriette Geiger emphasised that cybersecurity underpins trust in the digital economy and the delivery of public services.
“With Kenya’s rapid expansion of e-government services, digital payments and online platforms, strong cyber resilience is vital to protect critical information infrastructure, maintain service continuity and safeguard citizens’ rights,” she said.
State Department for ICT and the Digital Economy PS John Tanui said the project is fully aligned with existing national frameworks, including the National Cybersecurity Strategy and the Digital Master Plan.
It is designed to operationalise the government’s long-term digital ambitions. He highlighted that the project was developed through extensive consultations with national stakeholders to ensure it responds to real institutional needs and priorities.
Broadcasting and Telecommunications PS Stephen Isaboke PS stressed: “Cyber resilience is not a ‘tech problem’, it is a national priority. It is the prerequisite for our economic growth and the guardian of our democratic values. The launch of the Kenya Cyber Resilience Project marks the beginning of a 36-month journey towards a safer digital Kenya. We have the plan, we have the partners, and we have the will.”
The project, implemented by Expertise France in grant partnership with the Estonian Centre for International Development, is closely coordinated with Kenyan authorities to ensure national ownership and sustainability.
It is structured around three pillars: strengthening legal, regulatory and institutional frameworks for cybersecurity; enhancing national and sectoral operational capacities for cyber incident prevention and response; and promoting cybersecurity awareness, inclusion and trust, with particular attention to women, youth and public service users.
The first Steering Committee meeting, co-chaired by the European Union and the Ministry of Information, Communications and the Digital Economy, validated the project’s work plan and next milestones. The committee will provide strategic guidance and ensure effective coordination throughout the 36-month implementation period.
