The Social Health Authority (SHA) has invited healthcare providers, facilities and other stakeholders to submit comments on proposed contracts for the 2026-2029 healthcare provider contracting cycle.
The authority said the new contracting period will run from October 1, 2026, to June 30, 2029, and will cover four funds under the Social Health Insurance framework.
They are the Primary Health Care Fund (PHCF), Social Health Insurance Fund (SHIF), Emergency, Chronic and Critical Illness Fund (ECCIF) and Public Officers Medical Scheme Fund (POMSF).
SHA said the move is part of preparations to contract healthcare providers and facilities that meet inspection, licensing and certification requirements.
In a notice issued by CEO Mercy Mwangangi, the authority said it was seeking comments, views and representations from healthcare providers, their representative associations and other interested stakeholders before finalising the proposed contracts.
“The Authority invites all healthcare providers and healthcare facilities, their representative associations and other interested stakeholders to submit any comments, views or representations thereon,” the notice said.
The proposed contracts have been published on the SHA website, while stakeholders have also been provided with an online feedback form through which they can submit their views.
The deadline for submitting comments is Thursday, September 10, 2026, at 11:59 pm.
The authority said the consultation is being undertaken in line with constitutional requirements on public participation and provisions of the Social Health Insurance Act, 2023.
SHA will also conduct virtual sensitisation sessions for healthcare providers on September 9 and 10 as it prepares facilities for the new contracting cycle.
The sessions will cover the new e-contracting process, contract requirements and key obligations for healthcare providers. Participants will also have an opportunity to seek clarification on the contracting process.
Facilities at different levels will participate in sessions organised according to their level of care.
Level Five and Six facilities will have their sensitisation session on Wednesday, September 9, from 9am to 12 pm, while Level Four facilities will participate from 2pm to 4pm on the same day.
On Thursday, September 10, Level Three facilities will attend the session from 9am to 12pm, followed by Level Two facilities from 2pm to 4pm.
SHA said the sessions would be conducted virtually across all 47 counties, with meeting links to be shared with healthcare providers and facilities through respective SHA county offices.
The authority said the consultation process was intended to strengthen collaboration between SHA and healthcare providers while promoting transparency and accountability in the contracting process.
“This process is designed to deepen collaboration with healthcare providers, enhance transparency and accountability, and to ensure that healthcare providers remain central to the delivery of accessible, quality healthcare to all Kenyans,” the authority said.
The contracting process comes as SHA continues to transition healthcare providers to arrangements under the Social Health Insurance Act, which established the authority and its funds.
SHA said stakeholders requiring additional information or clarification can contact its contract management team through the designated email address.
