TVET PS Esther Muoria has said the Government will develop a framework and partnerships to support the equipping of schools serving learners with special needs. Speaking during a visit to St Luke’s School for the Deaf in Mbeere South, Embu County, Muoria said her department currently lacks a framework allowing it to support institutions, particularly those under the Basic Education Department.
