ICT Principal Secretary John Tanui during the meeting with the staff on August 13, 2026/X

The Ministry of ICT has today welcomed 44 officers redeployed from the now-defunct National Hospital Insurance Fund (NHIF), marking a fresh boost to its capacity to drive the government’s digital agenda.

The officers are part of the 922 staff who had been redeployed from the agency to government ministries and departments by the Public Service Commission (PSC) following the transition from NHIF to the Social Health Authority (SHA).

ICT Principal Secretary John Tanui said the team will help strengthen the Ministry’s capacity to implement the digital transformation programme.

According to Tanui, their integration was strategically important as the Ministry works to deliver the Digital Superhighway pillar of the government’s development agenda.

He directed the staff to undergo an induction programme to familiarise them with the Ministry’s mandate, operations, policy frameworks and ongoing programmes.

“To ensure a smooth transition and effective integration, the new officers will undergo a comprehensive induction programme to equip them with a holistic understanding of the Ministry's operations, policy frameworks, and its critical role in driving digital transformation across the nation,” Tanui said when he received the staff.

The induction is intended to ensure a smooth transition while enabling the officers to understand their new roles and contribute effectively to the Ministry’s digital transformation programmes.

Tanui added that the Ministry would continue strengthening its human resource capacity to support the expansion of digital infrastructure and services across the country.

The officers are expected to work alongside existing staff in implementing programmes aimed at improving digital connectivity, access to online government services and the wider digital economy.

The government has identified the Digital Superhighway as a key pillar of its development agenda, with investments targeting expanded connectivity and digital access for citizens.

The PS welcomed the officers to the Ministry and urged them to familiarise themselves with its strategic priorities and work collaboratively with other officials.

The meeting was attended by Secretary for the ICT Digital Infrastructure Directorate Washington Okoth among other senior Ministry officials.

The redeployment of the former NHIF officers follows wider public sector changes arising from the establishment of SHA and the restructuring of institutions affected by the transition.

Out of the total 1,737 former staff, 815 were absorbed into SHA.
