Fraud and change management remain the two main challenges facing the rollout of SHA. CEO Dr. Mercy Mwangangi says the fraud involves SHA officials, hospitals and some Kenyans. She acknowledges that more needs to be done to create awareness among Kenyans on how SHA works and help them understand the changes brought by the new health financing system.
