Members of the public have been invited to submit their views on the Investment and Export Promotion Authority Bill, 2026, as the National Assembly begins the process of considering the proposed legislation.
The Departmental Committee on Trade, Industry and Cooperatives is seeking views from Kenyans on the Bill, which is currently before the committee ahead of public participation and consideration by the National Assembly.
The proposed law seeks to merge the Kenya Investment Authority (KenInvest) and the Kenya Export Promotion and Branding Agency (KEPROBA) into one authority.
According to the National Assembly, the merger is intended to strengthen investment and export promotion, improve efficiency and enhance Kenya's global competitiveness.
The proposed Investment and Export Promotion Authority would bring together functions currently undertaken by the two agencies, creating a single institution responsible for promoting investment and exports.
The Bill also proposes the establishment of an Investment Committee and a National Investment Advisory Council.
The committee would facilitate investment processes and speed up approvals, while the advisory council would provide advice on investment-related reforms.
The proposed law further provides for one-stop services for investors and exporters, including registration, issuance of investment certificates and access to a one-stop centre.
The National Assembly said the Bill also seeks to improve the business environment by enhancing investor protection, promoting exports and streamlining regulations.
The proposed measures are aimed at improving Kenya's competitiveness as an investment and export destination.
The Departmental Committee on Trade, Industry and Cooperatives urged members of the public to participate in the process and provide their views on the proposed legislation.
“Public participation is a constitutional obligation and an opportunity for every Kenyan to contribute to the law-making process,” the National Assembly said.
Members of the public wishing to participate have been asked to read the Bill, prepare their views or memoranda and submit them to the National Assembly.
Copies of the Investment and Export Promotion Authority Bill, 2026, are available on the National Assembly website.
The public participation exercise provides Kenyans with an opportunity to comment on the proposed merger of KenInvest and KEPROBA and the proposed framework for investment and export promotion before the Bill proceeds to consideration by the National Assembly.
The National Assembly said public participation is a right and encouraged Kenyans to take part in the legislative process.
