Kakamega Governor Fernandes Barasa has questioned the Senate’s methodology for ranking counties based on revenue collection and financial absorption, saying current parameters fail to reflect the true performance of county governments. As chair of the Council of Governors’ Finance Committee, Barasa called for a review of the County Fiscal Performance Measurement Index for improved accuracy.
