Eighteen counties across the Coastal, Lake Basin, Rift Valley and Northeastern regions require priority preparedness for floods, landslides, drought, food insecurity and disease outbreaks. According to a national risk assessment by the National Disaster Operations Centre, these areas face the highest vulnerability. In a statement, the Interior Ministry stated that urban centers, including Nairobi, Mombasa and Kisumu have been singled out as high-risk zones due to potential El Niño impacts.
