Governor Julius Malombe has expressed satisfaction with the progress his administration has made in implementing the promises contained in his 2022 election manifesto.
He says Kitui's development agenda, as envisioned in his pre-election manifesto, remains firmly on course.
The governor said his administration has completed 2,931 projects over the past three years in line with the county’s development blueprint to improve livelihoods through transformative, equitable and participatory leadership.
Malombe noted that the county’s reclamation, transformation and prosperity agenda, popularly known as the “Kitui Promise” and anchored on the 16-Point Agenda continues to guide his government’s development priorities.
“Since August 2022, we have walked a deliberate path guided by our development blueprint dubbed the 16-Point Agenda, popularly known as the Kitui Promise,” the governor said.
Malombe made the remarks on Friday at the close of the third edition of the Kitui county executive working retreat at a hotel in Mombasa.
“This communiqué highlights some of the key legacy projects that have been implemented by my government through the various sectors,” he said.
During the week-long retreat, the governor said the performance of his administration serves as a benchmark for future governments.
He urged senior county officials to focus on establishing strong and ethical systems that would endure beyond the current administration as the 2027 General Election approaches.
“As we approach the final phase of our 2022–2027 administration, the question before us is profound: What legacy shall we leave behind?” Malombe posed.
He said his administration’s development record should thus serve as a reliable template for future governments, being a legacy of effective service delivery, inclusive socio-economic growth and improved livelihoods.
“During our tenure serving the great people of Kitui, we have made substantial progress across all sectors of development,” Malombe pointed out.
He added that since August 2022, his administration had implemented 2,931 projects across 16 focus sectors under the Kitui Promise agenda, benefiting all 247 villages spread across the county’s 40 wards.
Among the flagship projects highlighted were 663 water projects, 389 road and construction projects, 388 health projects and 354 education projects.
Malombe further said his administration had significantly improved local revenue collection, recording a 176 per cent increase since 2022.
“The county treasury has recorded significant growth in own-source revenue. Collections increased from Sh361 million in the 2021/2022 financial year to Sh996 million in the 2024/2025 financial year, representing a 176 per cent increase,” he said.
He attributed the improved revenue performance to measures such as automation of revenue collection systems, comprehensive data mapping and enhanced capacity building for county revenue staff.
