President Ruto’s Position
President Ruto has since clarified that the refinery is part of broader regional discussions involving several East African countries.
“It makes no sense to export crude and import fuel.”
He said the initiative is aimed at reducing reliance on imported refined petroleum products and shielding the region from global supply disruptions and price shocks.
The proposed refinery would be located in Tanga and is expected to process crude oil from countries including Kenya, Uganda, South Sudan, and the Democratic Republic of Congo.
President Ruto also noted that the project remains at a discussion stage, with regional partners yet to finalise agreements.
