Speaking during a public engagement, President Suluhu said she had sought clarification directly from President Ruto after the announcement.

“I asked President Ruto why he announced a refinery in Tanga without my knowledge.”

She indicated that the proposal had not been formally communicated through Tanzania’s official government channels, raising questions about how the announcement was made.

“Now he will explain to himself why he made that announcement.”

President Ruto’s Position

“It makes no sense to export crude and import fuel.”

He said the initiative is aimed at reducing reliance on imported refined petroleum products and shielding the region from global supply disruptions and price shocks.

The proposed refinery would be located in Tanga and is expected to process crude oil from countries including Kenya, Uganda, South Sudan, and the Democratic Republic of Congo.

President Ruto also noted that the project remains at a discussion stage, with regional partners yet to finalise agreements.

Regional Context

The refinery proposal is linked to wider energy developments in East Africa. The region is preparing for increased

crude exports, particularly through the East African Crude Oil Pipeline, which will transport oil to Tanzania’s Tanga port.

There have also been indications of private sector interest. Nigerian industrialist Aliko Dangote has expressed willingness to invest in a similar large-scale refinery model in the region.
