Naiyanoi Ntutu, spouse of the late Emurua Dikirr MP Johana Ngeno, has begun her role as a board member of the ICT Authority, marking her entry into the country’s digital governance space.

Ntutu joined ICT Principal Secretary Eng. John Tanui and ICT Authority Chairperson Lily Ng’ok and other officials at the official opening of the Connected Africa Summit 2026 in Nairobi.

The summit has brought together policymakers, industry leaders, and innovators to push forward Africa’s digital transformation agenda.

The event underscores Kenya’s growing influence as a regional technology hub, with key discussions centred on connectivity, digital infrastructure, cybersecurity, and the expansion of e-government services across the continent.

Naiyanoi was appointed a board member of the Information and Communication Technology Authority (ICTA) in a gazette notice dated Thursday, April 2, by Communications and the Digital Economy Cabinet Secretary William Kabogo.

Naiyanoi is to serve a three-year term, effective from the date of publication.

"In exercise of the powers conferred by section 6 (2) (e) of the Information and Communications Technology Authority Order, 2013, the Cabinet Secretary for Information, Communications and the Digital Economy appoints Naiyanoi Ntutu to be a Member of the Board of the Information and Communications Technology Authority, for a period of three (3) years, with effect from the 2nd April, 2026," the notice reads.

The appointment placed Naiyanoi at the centre of ICTA’s operations, where she will play a role in advancing Kenya’s digital economy and e-government services.

ICTA chairperson Lily Ng’ok welcomed her appointment, expressing confidence in her abilities and the contribution she will make to the team.

"I am looking forward to working closely with you. I have no doubt in your abilities and the contribution you will make to the team," Ng’ok said on X.

A trained lawyer, Naiyanoi has built her career on advocacy for women’s rights, focusing on raising awareness of the legal protections available to women.

She has been involved in community outreach programmes in Narok and Emurua Dikirr, helping women access legal assistance and understand their rights.

She has also championed girls’ education, encouraging school-going children to stay in school and gain confidence to take up leadership roles in the future

Previously a private figure, Naiyanoi came into the public eye following the tragic death of her husband in a helicopter crash on February 28, 2026.
