The Mombasa County Government, in partnership with the Independent Electoral and Boundaries Commission, has launched a joint civic engagement initiative aimed at increasing voter awareness and accelerating voter registration.

The programme was unveiled on Wednesday at the Mama Ngina Waterfront, bringing together national and county leaders in a coordinated push to close the voter registration gap.

Speaking during the launch, IEBC Chairperson Erastus Ethekon said Kenya currently has about 22.1 million registered voters against a target of over 26 million, leaving a shortfall of nearly four million eligible voters.

He noted that the gap is largely driven by low registration among young people, calling for intensified outreach to bring more youth into the electoral process.

In Mombasa, Ethekon said approximately 650,000 voters are registered against an estimated eligible population of more than 900,000, leaving a gap of about 250,000 potential voters.

Mombasa Governor Abdulswamad Nassir reaffirmed the county’s commitment to supporting voter registration through localised civic education initiatives under the Serikali Mtaani framework.

He emphasised that inclusive public participation is key to strengthening governance and ensuring that citizens have a voice in decision-making processes.

The joint initiative is expected to enhance collaboration between national and county governments, with a focus on reaching urban and underserved communities that have historically recorded low voter registration rates.

IEBC launched a 30-day Enhanced Continuous Voter Registration (ECVR) exercise across the country to allow eligible citizens to register as voters or update their registration details.

The exercise began on March 30, 2026, and will continue until April 28, 2026, targeting new voters and those wishing to transfer or correct their voting information.

According to the commission, the exercise is part of ongoing efforts to increase the number of registered voters and make registration services more accessible to citizens across different regions.
IEBC has especially encouraged young people who have attained the age of 18, as well as eligible citizens who have not yet registered as voters, to take advantage of the opportunity within the registration period.
During the exercise, registration services will be offered at several locations across the country to ensure many citizens are reached.

These include County Assembly Wards (CAWs) on a rotational basis depending on the movement of registration kits, universities and colleges within constituencies, Huduma Centres, IEBC constituency offices, and the IEBC Customer Experience Centre at Anniversary Towers in Nairobi.
The commission said the wide coverage is intended to make the process easier and more convenient for citizens.
However, IEBC clarified that the registration exercise will not take place in areas where by-elections are scheduled, including Porro Ward, Endo Ward, and Emurua Dikirr Constituency.
The commission also announced that the exercise will not be conducted in Malava Constituency and Mbeere North Constituency due to ongoing election petitions affecting those areas.
The voter registration exercise is being conducted under the theme “Deepening Democracy in Kenya through Inclusive Voter Registration.”
IEBC has urged citizens to rely on official communication channels for accurate information and to avoid misinformation during the registration period.
