Senate Clerk Jeremiah Nyegenye

The Senate has asked an association bringing together contractors based in Kisii to provide evidence to support their claims of procurement irregularities in Kisii County.

The contractors petitioned the Senate via a petition dated February 17, 2026, alleging that the County Government of Kisii is engaged in irregular deals.

Equally, the group claims that state agencies tasked with oversighting the county had turned a blind eye as corruption persists in the Simba Arati-led administration.

However, after considering the petition, a Senate committee declared that the petition lacked substantive evidence to warrant consideration and now wants the team to provide additional information.

In order to deal comprehensively with the matters that the contractors raised, the Committee resolved that they submit evidence to substantiate each of the allegations.

“At its sitting held on 12th March, 2026, the Standing Committee on Finance and Budget considered and noted the contents of your letter,” Senate Clerk Jeremiah Nyegenye wrote to the contractors’ body.

The letter dated March 12, 2026, adds, “The Committee observed that whereas you have made serious allegations against the County Government of Kisii, the Public Procurement Regulatory Authority and the Ethics and Anti-Corruption Commission, you have not attached any documents or submitted any information substantiating the claims.”

Among the information being sought are documents demonstrating contravention of the provisions of the Public Procurement and Asset Disposal Act by the County Government of Kisii and evidence on the allegations that the Kisii County financial management has collapsed.

Correspondence with the Public Procurement Regulatory Authority or the Ethics and Anti-Corruption Commission, in which they have raised concerns about the procurement processes in Kisii County.

They are also required to submit any report that they have made to the Inspector-General of Police on the alleged intimidation and threats of violence made against contractors by the County Government of Kisii County.

The Senate Committee now requires the contractors to submit a comprehensive report on the matter backed by evidence on or before Monday, March 23, 2026.

“This is therefore to communicate the resolution of the Committee and to request that you submit the information, by email, on the address to [email protected] and copied [email protected],” Nyegenye’s letter concluded.
