West Pokot government has adopted a new legal framework aimed at guiding programmes and initiatives to fight poverty.
Governor Simon Kachapin has assented to the West Pokot County Poverty Graduation Bill, 2025, officially making it law.
The new law establishes a legal and institutional framework to guide poverty graduation and social protection programmes in the county.
“It defines how beneficiaries of support programmes will be identified and targeted, establishes a steering committee and a Poverty Graduation Fund, and sets clear standards for implementation,” Kachapin said.
The governor said the law focuses on supporting ultra-poor households through structured assistance, livelihood support and predictable cash transfers to help them sustainably move out of extreme poverty.
It also emphasises proper targeting, data-driven programming and coordination across county departments.
“The new law creates synergy in how we approach all initiatives aimed at uplifting the livelihoods of our people,” he said.
Kachapin said the law is guided by principles of equity, social justice, inclusiveness and participatory governance, and will apply to non-contributory poverty graduation programmes.
The legislation also aims to build resilience among vulnerable families across the county.
The signing ceremony was witnessed by Deputy Governor Robert Komolle, County Assembly Speaker Fred Siywat, gender committee chairperson David Moiben and several members of the county assembly.
The governor also said his administration will accelerate the implementation of key legacy projects to ensure they are completed within the remaining two years of his term.
Most of the projects are in the health, education, agriculture and infrastructure sectors.
“As we get to the final stretch, it is important that we strive to fulfil the pledges we made to our people, specifically the completion of the major projects we initiated,” he said.
Kachapin directed senior county officials to step up efforts and work overtime to ensure residents begin benefiting from the projects.
He also highlighted the growing inclusion of young professionals in leadership and reaffirmed his commitment to mentoring the next generation of public servants.
“We have ensured full involvement of young people in county appointments because they represent the future of our country and must help shape it,” he said.
The governor urged county officers to uphold integrity, manage public resources prudently and remain focused on serving residents.
He emphasised professionalism and humility, warning against corruption and abuse of office.
Kachapin also announced plans to boost healthcare services through the establishment of high-capacity oxygen plants at Kapenguria County Referral Hospital and other health facilities across the county.
