The sector recently introduced LiquorPay, a digital payment platform that allows liquor businesses to apply for and obtain licences online, cutting bureaucracy and streamlining the process.
“The LiquorPay system continues to help seal revenue leakages in liquor business licensing. We have also seen over 1,000 additional licences issued in February alone — a significant improvement just a month after the system’s launch,” Sakaja said.
Business and Hustler Opportunities CEC Dr. Anastacia Nyalita and Chief Officer Lydia Mathia said the platform has made it easier for entrepreneurs to start and run liquor businesses.
“You don’t have to pay anyone to process registration. LiquorPay is fully digital, allowing business owners to apply and pay for liquor licences online without visiting county offices,” Dr. Nyalita explained.

She added that the platform is expected to significantly boost county revenue, similar to the Unified Business Permit system that consolidated several licences into a single permit.
The new system replaces the previous manual process, which required inspections and approvals before licensing — a procedure that often slowed applications and created opportunities for inefficiencies.
LiquorPay also improves transparency by eliminating hidden charges and middlemen.
“LiquorPay removes hidden costs and lets business owners project cash flows accurately from day one. All you need is a laptop to log in, describe your business, pay online, and print the licence,” Dr. Nyalita said.
She added that the system allows real-time registration through the county’s online portal.
“Once inspection is completed and the premises approved, the applicant receives a full one-year liquor licence,” she explained.
The LiquorPay system builds on the success of the Unified Business Permit, part of Nairobi County’s broader strategy to digitize services, enhance transparency, and strengthen revenue collection.
Chief Officer Lydia Mathia noted that the platform also reduces risks associated with cash handling while improving licensing efficiency.
