They claimed the committee reviewing the implementation of the Ten-Point Agenda released a report that they say contains inaccuracies and does not reflect the true status of implementation.
The caucus says the Agnes Zani-led committee reportedly wasted public resources and time and came up with a report that they claim fell short of the expectations of the MoU that established it.

Indeed, on some agenda items, the regression witnessed over the period under consideration would amount to a negative score,” the report states.
For instance, Sifuna’s team claimed there is desecration of multiparty democracy and interference with the independence and funding of political parties, which they added represent regression rather than progress.
“In addition to this, the appointment of the committee overseeing the implementation came with a rider that they would present progress reports every two months, which they never did.”

On Agenda Two, the critique report states that ethnic and gender exclusion persists under the regime.
“If anything, the claim that the regime has hired 100,000 teachers is negated by the fact that TSC letters were distributed through leaders aligned with the broad-based regime, with the intention of stifling growth in other regions of the country.”
On Agenda Three, Sifuna’s team says that while the Zani report takes credit for the increase in the equitable share of revenue over the years, it fails to mention that this has largely been achieved through consistent pressure from the Senate, as the executive often attempts to counter any proposed increase with a lower figure.
“In fact, the Sh450 billion proposed in the committee report as the target for equitable share of revenue for the 2026/2027 financial year is what the Senate proposed for the 2025/2026 financial year. Additionally, the national government systematically claws back devolved functions, while accountability weaknesses in the counties contribute immensely to wastage and theft of resources.”
On Agenda Four, the report adds: “That the committee report focused on the NYOTA programme to represent the success of this agenda item is quite telling. The programme is unsustainable and is the quintessential tokenism. Besides that, young people are still falling victim to harassment for exercising their freedom in cyberspace. Real business and employment opportunities are hard to come by for young people.”
Corruption, the team says, still reigns unchecked, with the BBG side criticised for failing to gather enough content to fill the page on integrity.
“The fact that the committee could raise only two short sentences under this agenda item tells the entire story. This regime continues to hire people with questionable reputations or individuals facing investigations over criminal conduct. The administration has been rated by Oxfam as the worst-performing in the fight against corruption since the EACC was established.”
Linda Mwanainchi insists that no comprehensive forensic audit of the national debt has been conducted, while the debt has continued to grow significantly over the last three years, with wastage remaining unchecked.
“State House had already consumed its entire budgetary allocation for the financial year, just seven months into the year. Additionally, its budget for the year has doubled. The President and his staff live luxuriously on the sweat of Kenyans. He routinely donates up to Sh20 million at harambees, with no explanation for the obscene amounts of money he flaunts around.”
It adds, "The current regime is infamous for disobeying court orders. Meanwhile, no government in the history of Kenya has had so many of its legislative initiatives and programmes declared illegal and unconstitutional by the courts like this one. The rule of law is an alien concept to this administration.”
