
A leaked intelligence report from the Analysis and Assessment Department of Sudan’s General Intelligence Service has raised concerns over statements by some Islamist groups, warning that the rhetoric could strain Sudan’s relations with Gulf states.
The document indicates that Sudanese security authorities have been monitoring comments made by members of the Islamic Movement, some of which appear to express support for Iran amid rising tensions in the Middle East.
Intelligence assessments warn that such statements, widely disseminated through media and social platforms, risk creating the perception that Sudan is aligning itself with one side of the ongoing regional conflict.
“This rhetoric could inadvertently place Sudan in a sensitive diplomatic position and complicate our engagement with key regional partners,” said a senior Sudanese official familiar with the report.
The report specifically highlights that Saudi Arabia and Qatar are closely observing political developments in Sudan, particularly statements by groups perceived to be linked to Tehran.
Analysts suggest that these developments could lead Gulf states to reconsider existing financial and economic support for Khartoum.
To mitigate potential fallout, the report recommends urgent diplomatic outreach to Riyadh and Doha, emphasising that the official government stance does not reflect the positions of individual political factions.
The document stresses that sustaining stable relations with Gulf states is vital for Sudan’s economic and political stability.
The leaked assessment also addresses the disruption of Iranian military supplies due to the escalating US–Iran confrontation.
Sudanese security institutions are reportedly exploring alternative sources for arms and military financing to avoid over-reliance on a single partner.
“Diversifying military and logistical support is critical to ensure operational continuity and protect national strategic interests,” the report notes.
Security officials additionally recommend monitoring communications between Islamic Movement members and Iranian entities, suggesting that direct channels be dismantled to safeguard Sudan’s independent decision-making and limit diplomatic exposure.
The intelligence briefing places Sudan in a broader regional context, highlighting how discrepancies between official diplomacy and the political messaging of certain groups could be interpreted internationally as alignment with Iran.
The report warns that such perceptions have already drawn international media attention, including circulation of videos showing members of the Islamic Movement expressing support for Tehran, which foreign outlets have used to portray Sudan as a potential platform for Iranian influence in Africa.
The document further notes that the combination of regional tensions, disrupted military supply chains, and shifting financial support presents a complex strategic environment for Sudan, requiring careful coordination between intelligence, military, and diplomatic channels.
Sudan’s authorities are now tasked with balancing domestic political dynamics with the need to maintain trust and support from Gulf partners, while avoiding entanglement in broader regional rivalries.
