
The Agnes Zani-led committee overseeing the implementation of the 10-point agenda and the National Dialogue Committee (NADCO) says it’s ready to submit its status report.
The team says the report was originally set to be presented before a joint-parliamentary group meeting of UDA and ODM before March 7, 2026, but was shelved until Tuesday.
The delay was occasioned by the death of Emurua Dikkir MP Johana Ngeno, who was buried last Friday at his Mogondo home, in Narok County.
The Committee Overseeing the Implementation of the Ten Point Agenda and NADCO Report (COIN-10) was meant to submit the report by March 7, which coincides with the date when the team was appointed.
“COIN-10 was aware of plans to have the joint parliamentary group just before the 7th of March, arrangements that were varied following the tragic demise of Johanna Ng’eno, the now deceased MP for Emurua Dikkir constituency,” the committee said.
Zani’s team now says the report will be submitted to President William Ruto and the ODM leadership at the joint Parliamentary group meeting set for Tuesday, as well as to the general public on the same day.
The committee was mandated to carry out extensive consultations with stakeholders, including government ministries, departments and agencies, civil society organisations, and members of the public before compiling the report.
NADCO, co-chaired by Wiper Patriotic Front Leader Kalonzo Musyoka and National Assembly Majority Leader Kimani Ichung’wah, was established in 2023 to address political tensions and propose reforms aimed at strengthening governance and electoral processes in the country.
President William Ruto and late ODM leader Raila Odinga signed the Memorandum of Understanding (MoU) that have birth to NADCO.
“Pursuant to the establishment of the committee to oversee the implementation of the ten-point agenda and the NADCO report, the committee was mandated to conduct extensive consultations with stakeholders, including government ministries, departments and agencies, civil society organisations and Kenyans,” the statement issued on Saturday read.
The agreement between Raila and Ruto gave birth to the Broad Based Governemtn (BBG) that saw five ODM members incorporated in Ruto’s cabinet.
However, the BBG is facing turbulence following Raila’s demise as key members, who include ODM Secretary General Edwin Sifuna and Siaya Governor James Orengo, lead a faction opposing a plan to transform it to a coalition.
"Instead of March 7, 2026, being a day of joy and celebration of the MoU, it has turned out to be a day of betrayal and rage," Orengo said, warning that the ODM party was being systematically dismantled from within.
The ODM is planning to hold its National Delegates Convention (NDC) later this month to endorse a proposal to enter into a pact with UDA ahead of the 2027 polls.
