A primary hurdle stemmed from failing infrastructure, where poor ICT systems, unstable internet connectivity, and frequent power outages disrupted essential operations.

These technological gaps directly contributed to significant delays in case registrations and forced the frequent resubmission of files, stalling the wheels of justice before they could even turn.

The judicial process faced further erosion as low attendance by the accused weakened the effectiveness of virtual hearings. This logistical strain was compounded by severe budget constraints that limited field operations and a lack of basic amenities for officers on duty.

Beyond financial hurdles, the report highlights a troubling environment for personnel, citing poor working conditions and inadequate office space as factors hindering performance.

On the road, the culture of impunity remained a dominant threat. Widespread non-compliance with traffic laws was exacerbated by bribery incidents that actively undermined enforcement efforts.
